October 27, 2009 The reorganization will be effective January 1, 2010. It will create a new Social Services Department which will be led by Catherine Huerta, who currently directs Children and Family Services. Child Protective Services duties and workers will be added to the new Social Services Department. Children's behavioral health services will be administered by the county's Behavioral Health Department.Currently, Fresno County is the only California county with a Children and Family Services Department that provides both child welfare and mental-health services.
