October 31, 2011 The Illinois Department of Human Services (DHS) proposed closing the Jack Mabley Developmental Center in 2011. However, the closure process requires the approval of the state Commission on Government Forecasting and Accountability.  After reviewing the DHS plans and comments from the community, the COGFA rejected the DHS recommendation to close the Mabley facility.
