November 1, 2011 The Nebraska Legislature Performance Audit Committee conducted an audit of the Nebraska Department of Health & Human Services' (DHHS) implementation of the child welfare and juvenile services privatization initiative and found that the DHHS Division of Children and Family Services failed to conduct cost-benefit analyses prior to entering in lead-agency contracts in 2009, identify key performance goals of privatization improvements, and make significant progress in the reduction of the number of children placed out of their homes.
