November 9, 2010 In November 2010, the Siskiyou County Board of Supervisors learned that the Department of Behavioral Health had been using a cost-based system to estimate its Medi-Cal and non-Medi-Cal costs for billing and then settling the actual costs at a later date. The system created overbilling and underfunding problems. The supervisors then discussed the development of plans to reduce behavioral health costs or services, such as using the Mental Health Services Act funding or reducing the available services to only those mandated by state or federal law.
