November 15, 2009 The Texas Juvenile Probation Commission (TJPC) and Texas Youth Commission (TYC) released its coordinated strategic plan for fiscal year 2010. The plan, adopted on November 20, 2009, by the Boards of the TJPC and TYC, represents the works of both organizations, and House Bill 3689. The House Bill deals with areas of education, mental health, youth and family advocacy, local juvenile probation, and victims' services.The strategic plan has proposed, among other elements, that an assessment of the support network will take place after a youth is found to have a mental health disorder that impairs cognition . . .
