Oral Testimony for the California Little Hoover Commission, Given by J. Clark Kelso, California Prisons Health Care Receiver
November 18, 2010 The status of health care improvement in Californias prisons was recently discussed by J. Clark Kelso, the prison health care receiver in a presentation to the California Little Hoover Commission an independent state oversight agency that promotes efficiency, economy, and improved service. The Commission works to implement its recommendations either through legislation or administrative changes. Mr. Kelso updated the commission on improvements to prison health care services and commented on CDCRs five-year-old reorganization effort, which he said had failed to achieve its goals.
