In a report by the Urban Institute it was found that the cost of uncompensated medical care for the uninsured would drop 61% if the Patient Protection and Affordable Care Act (ACA) of 2010 were already in effect and fully implemented. The researchers sought to model the effects of the ACA using 2010 data and compare the estimates to a scenario without health insurance reform.
