December 7, 2010 On December 7, 2010, California’s Siskiyou County Board of Supervisors authorized a merger between the county Department of Behavioral Health (DBH) and the Department of Human Services. The combined agency will be led by Human Services Director Michael Noda, who has indicated that one of his first tasks will be to tackle repaying the state at least $5 million for overbilling Medi-Cal for behavioral health services provided during fiscal years 2004 through 2008.
