December 13, 2010 In an effort to improve the Texas child welfare system, the Texas Public-Private Partnership (PPP) has recommended that the Department of Family and Protective Services (DFPS) embrace performance-based contracting. The PPP recommendations address how DFPS should contract, recommended outcomes and performance measures, and how payment methodologies should be changed to align incentives with process quality objectives.
