December 16, 2010 The Department of Children and Families (DCF) has been under a Modified Settlement Agreement since 2007 related to the Charlie and Nadine H. v. Christie class action lawsuit filed in 2004 by advocacy organization ChildrenÂ’s Rights. The agreement requires DCF and Dapeartment of Youth and Family Services (DYFS) to improve child welfare practices in the state in two phases, first by developing a new case practice model; ensure delivery of critical services including health care; and change the stateÂ’s focus from simply eliminating out-of-state residential treatment placements to placing children close to home . . .
