April 21, 2010 The Pennsylvania Office of Children, Youth, and Families released the memo to inform counties and provider organizations about contract documentation needed for out-of-home placement services to ensure that the state would be eligible for federal Title IV-E reimbursement for services. The new requirements went into effect on July 1, 2010. Topics include the procedures OCYF is using to determine the allowable costs for reimbursement, and an explanation of the state's policies regarding the maximum allowable expenditure.
