October 22, 2001 North Carolina's Mecklenburg County Announces New Executive Director for Mental Health In October 2001, Mecklenburg County Area Mental Health Authority in North Carolina announced that Lester Saltzburg was named the new executive director. He begins his new position on November 12, 2001. Mr. Salzburg, who holds a Ph.D. in clinical psychology, is currently executive director of behavioral health at Trigon Blue Cross and Blue Shield in Richmond, Virginia.
