Joseph Toy, CEO of Bluegrass Mental Health-Mental Retardation Board of Kentucky to Retire
OPEN MINDS On-Line News Industry Newsmakers On June 24, 2008, the Bluegrass Mental Health-Mental Retardation Board (Bluegrass) in Lexington, Kentucky, announced that Joseph Toy, chief executive officer, will be retiring. He will remain in his position until November 2008, when the board appoints his successor. Mr. Toy has been with Bluegrass since 1972.
