California Begins CARE Court Implementation

On December 1, 2022, California Governor Gavin Newsom joined local and state leaders for the first meeting of the counties who will implement the Community Assistance, Recovery & Empowerment (CARE) Court Program. CARE is intended to function as an upstream diversion from more restrictive conservatorships or incarceration, through court-ordered services for homeless people with behavioral health disorders. These services can include short-term stabilization medications, recovery support, and connection to social services, including a housing plan.
