On June 19, 2014, officials with Contra Costa Health Plan (CCHP), a qualified health plan (QHP) for residents of Contra Costa County, California announced that the health plan will not participate in the Covered California health insurance marketplace for the 2015 plan year. CCHP will not seek re-certification to offer the QHP because of the administrative and financial burdens  posed by a new federal requirement issued in June 2014 that requires 2015 QHP sponsors to offer the same version of a plan inside and outside of the health insurance marketplace.
