Despite Prison Reforms, Pennsylvania’s Three-Year Rearrest/Reincarceration Rate Increased Nearly 3%

Despite prison reforms, Pennsylvania’s three-year rearrest/reincarceration rate increased nearly 3% from 2013 to 2016. In 2013, 62.0% of people released from a Pennsylvania state prison in 2008 had been re-arrested or reincarcerated within three years of release. In 2016, 64.7% of people released in 2016 had been re-arrested or re-incarcerated within three years of release.

Overall, 19,824 individuals were released from Pennsylvania prisons in 2016. Of these:

35% saw no recidivism within three years.
34% returned to the Department of Corrections (DOC) following re-arrest.
18% were re-arrested without returning . . .
