The federal contractor operating the Tornillo Influx Care Facility, BCFS Health and Human Services, has not employed enough clinical professionals to provide adequate mental health care for the child immigrants housed at the facility, according to the Office of the Inspector General (OIG) for the federal Department of Health and Human Services (HHS).
