Kansas Shifts All Foster Care Licensing From Department Of Health & Environment To Department Of Children & Families

On July 1, 2015, the Kansas Department of Children and Families (DCF) became responsible for licensing foster homes for children in the child welfare system. Previously the Kansas Department of Health and Environment (KDHE) was responsible for foster home licensing. However, in January 2015, an executive reorganization order shifted foster home licensing to DCF, making DCF the sole state agency overseeing all functions in the Kansas foster care system. A DCF spokesperson said the department is in the process of reviewing the entire foster care licensing program to determine areas of improvement, including greater safety and well-being of children . . .
