Use Of Telehealth In Government-Financed Health Plans Range From 1% To 12%

The percentage of beneficiaries using telehealth technologies in 2014 ranged from under 1% for Medicare and the Department of Defense—to 12% in the Veterans Health Administration (VA). For Medicaid, the states set parameters on reimbursement and coverage; the states do not report the percentage of beneficiaries using telehealth technologies. Provider organization executives have identified reimbursement and coverage issues as barriers to greater use of these technologies in Medicare, including Medicare policy limits coverage and limitations on reimbursement for telehealth services to beneficiaries living in certain geographic areas.
