Michigan Issues First-Time Competitive Procurement For Regional Behavioral Prepaid Inpatient Health Plan Services (PIHPs)

On August 5, 2025, the Michigan Department of Health and Human Services (MDHHS) released a request for proposals (RFP) to rebid its Medicaid specialty behavioral health prepaid inpatient health plans (PIHPs). This is the first time the state has issued a competitive procurement for the PIHP contracts. ;

The next PIHP contracts will be awarded to non-profit organizations able to serve one of three defined regions: Northern, Central, and Metro. The current PIHP contracts, held by 10 regional public entities that each serve one or more counties, were not competitively bid.;
