New York State Sued For Solitary Confinement Of Offenders With Disabilities
On May 7, 2024, disability rights advocacy organizations sued the state of New York over violations to the state’s law against solitary confinement of offenders with disabilities. The complaint names the New York State Department of Corrections and Community Supervision (DOCCS) and the New York State Office of Mental Health (OMH) as defendants. The plaintiffs allege that the state violated its Humane Alternatives to Long-Term Solitary Confinement Act (HALT) that went into effect on March 31, 2022. The plaintiffs seek class action status for the complaint. No hearing date has been set.
