Pennsylvania Rebids CHIP, Continues Focus On VBP Strategies

On September 3, 2024, the Pennsylvania Department of Human Services (DHS) released a request for applications (RFA 41-21) for the Children’s Health Insurance Plan (CHIP) program, with provisions continuing the state’s focus on value-based purchasing (VBP) arrangements. Proposals are due October 18. The contracts will run for five years, with two one-year renewal options. The estimated contract value was not posted in the RFA. Incumbents include Aetna Better Health, Capital BlueCross, Geisinger, Health Partners, Highmark HMO, Independence BlueCross/Keystone Health Plan East, UnitedHealthcare, and UPMC.
