In 2016, the average monthly premium was $106 for health care plans available for purchase on the HealthCare.Gov website, after accounting for premium subsidies, which are officially called the Advance Premium Tax Credit (APTC). Without the APTC, the average 2016 marketplace plan cost $386. However, about 85% of people who purchase plans through Healthcare.Gov are eligible for the APTC subsidies, and the average 2016 marketplace tax credit was $290 per month. The APTC subsidy reduced consumer premiums by 73% to an average out-of-pocket (OOP) premium cost of $106 per month.
