Proposed Student Loan Rule Caps Graduate Borrowing, Preserves Higher Limits For 11 Professional Degrees
The Department of Education's Office of Postsecondary Education issued a proposed rule for higher education which includes student loan changes the One Big Beautiful Bill Act (OBBB), enacted July 4, 2025. These changes include establishing new loan limits for graduate students, professional students, and parents, and phasing out the Graduate Parent Loan for Undergraduate Students (PLUS) program. The Department noted that the term “professional student” as used in the proposed rule is intended solely to distinguish those programs that it proposed would be eligible for higher loan limits, as required by the OBBB.
