A legislative report advised the Texas Department of Family & Protective Services (DPFS) to make changes in order to maximize Title XIX (Medicaid) and Title IV-E (child welfare) funding for the state's foster care program. In order to maximize these funds, the report recommended a number of high-level changes in the child welfare system including improved eligibility, expanded Medicaid coverage, and improved administrative and claiming processes.
