On June 25, 2015, Veterans Affairs (VA) officials informed the U.S. House Committee On Veterans Affairs that the VA had a $2.6 billion shortfall in its fiscal year 2015 budget, and requested permission to shift funds from the newly established Veterans Choice Card program to other veterans health programs.
