On March 17, 2017, the State of Texas released this proposed rule to revise reimbursement methodology for home- and community-based waiver services for programs serving those with mental illness or intellectual/developmental disability (I/DD). Through the rule, the state seeks to adjust rates paid to attendants and provider organizations participating in the Home and Community-based Services (HCS) and and Texas Home Living (TxHmL) waiver programs so they are more in line with, or on par with, other programs providing similar care . . .
