On March 23, 2021, the Michigan Department of Health and Human Services (MDHHS) announced plans to permanently ban the use of physical restraints and seclusion in child-caring institutions for children in foster care. In July 2020, MDHHS had implemented temporary emergency rules restricting the use of restraints in these settings. The rules have been filed and were approved by Michigan Office of Administrative Hearings and Rules (MOAHR) on March 18, 2021.
