Minnesota Olmstead Initiatives Increased Access To DD Waiver Services

The Olmstead initiatives related to the disability waiver waiting lists implemented by the Minnesota Department of Human Services (DHS) resulted in 0.6% decrease in the number of people with developmental disabilities waiting for Medicaid waiver home- and community-based services (HCBS). Across all disability waiver waiting lists, the total decrease was 7.6%.  These initiatives, implemented between February 2015 through January 2016, included moving those in institutional settings to community placements and services and funding more waiver slots for those already living in the community.
