The Vermont Department of Disabilities, Aging, and Independent Living (DAIL), in partnership with the Department of Vermont Health Access (DVHA), plans to launch a new payment model for home- and community-based services (HCBS) for people with intellectual/developmental disabilities (I/DD). Starting October 1, 2025, the new model will use the Supports Intensity Scale-Adult (SIS-A) needs assessment to create budget ranges based on need.
