Building A Quality & Safety Infrastructure: The Harris Center Case Study

The move to value-based reimbursement brings with it a lot of challenges, including financial hurdles, data integration difficulties, and the need to invest in a robust infrastructure to support data analysis and care coordination. But despite the challenges, provider organizations that want to stay competitive need to change operations to maximize value. For many executives, that will mean transforming from compliance-oriented operations to operations that maximize quality improvement.
During this one-hour live presentation, Luming Li, MD, Chief Medical Officer, and Trudy Leidich, Vice President, Clinical Transformation and Quality at The Harris Center for Mental Health and IDD, will discuss how they transformed their organization into a High Reliability Organizations (HRO). HROs are organizations that consistently maintain a high level of safety and reliability, despite operating in complex and high-risk environments. They are characterized by five key principles: sensitivity to operations, preoccupation with failure, reluctance to simplify, deference to expertise, and resilience.
They will discuss adopting HRO principles through staff training and integrating these practices into daily operations; implementing standardized outcome measures and using validated tools to regularly assess and report on client outcomes; and fostering a culture of continuous improvement by encouraging feedback, learning from errors, and making data-driven decisions to enhance service quality.
The Harris Center for Mental Health and IDD is a prominent Local Mental Health Authority (LMHA) in Harris County, Texas, providing comprehensive mental health and intellectual and developmental disabilities (IDD) services.

Luming Li, Chief Medical officer, The Harris Center for Mental Health and IDDLuming Li, M.D., M.H.S., F.A.C.H.E, F.A.P.A. is currently the Chief Medical Officer for The Harris Center for Mental Health and IDD. As the Chief Medical Officer, Dr. Li is responsible for medical staff services, clinical quality and safety, and pharmacy services for the local mental health authority for Harris County. She also continues to maintain medical practice in outpatient psychiatry. Dr. Li completed a 7-year B.A./M.D. program at Rutgers/Robert Wood Johnson Medical School, and residency training and a M.H.S. at Yale School of Medicine. She is a national thought leader and advisor on medical leadership, psychiatric practice, and quality of care. She current serves as co-chair of the Medical Directors Institute at The National Council, the Scientific Programming Committee (2023-current) at the American Psychiatric Association, President-Elect for the American Association of Psychiatric Administrative Leaders, and a member for the Value-Based Payment and Quality Improvement Advisory Committee, appointed through the Texas Health and Human Services Commission. She holds active faculty positions at Baylor School of Medicine, UTHealth Houston, and Yale School of Medicine, and has written more than 35 articles, book chapters, and peer-reviewed journal articles. She is a Fellow of the American College of Health Executives, an Associate Certified Coach, Senior Fellow of the American Leadership Forum, and a Houston Business Journal 40 Under 40 Awardee.
