These services include, but are not limited to: development of drug and alcohol testing procedures; collection and testing of drug and alcohol screen samples; medical review services; substance abuse services for the assessment and evaluation of persons tested; maintainence of records and production of reports required by the applicable regulations; provide reasonable suspicion training to supervisory personnel, pre-employment drug testing, and other related services . . .
