Following the efficiency study, the contractor will develop a recommended 911 system serving Effingham County that considers the legislated mandates, local needs, operational realities and available budgets. The recommended system should be economically and operationally efficient, involve equitable (but considerate of agency resources) sharing of costs, and propose a plan for adoption by involved entities.
