Iowa Judicial 1st District seeks a contractor to provide Aggression Replacement Training for the First Judicial District. Aggression Replacement Training (ART) is an evidenced based intervention program designed to teach youth to understand and replace aggression and antisocial behavior with positive alternatives. The First Judicial District includes the counties of Allamakee, Black Hawk, Buchanan, Clayton, Chickasaw, Delaware, Dubuque, Fayette, Grundy, Howard and Winneshiek.
