Massachusetts Office of Medicaid seeks a contractor to provide Medicaid forecasting consulting services. The services will be rendered in three phases. In the first phase, the consultant will conduct research on the populations eligible for Medicaid and assess whether historical growth in these populations can be used to explain changes in Medicaid caseload. In the second phase, the consultant will develop a simulation model which projects the eligible populations based on demographic and economic trends and estimates the corresponding growth in Medicaid caseloads.
