The goals of these services are for non-compliant client households to achieve the following work/program participation benchmarks: each household having one non-disabled 18 to 61 year old adult working full-time at least 30 hours a week and each of the other adults in the household working, in school, and/or a training program for a combination of at least 30 hours . . .
