Last week at our 2013 OPEN MINDS Planning & Innovation Institute, I overheard a disagreement about the Meaningful Use Incentive Program. One person assumed that in the future provider organizations would face penalties for not demonstrating meaningful use of an electronic health record (EHR) – and one argued that the program was optional and there would be no penalties.
