Breaking the Revolving Door: How an Intensive Crisis Stabilization Center Is Reducing ER Reliance

As behavioral health crises continue to rise, emergency departments have become an all-too-common—and often traumatizing—entry point for individuals in distress. Recognizing the need for a better approach, Central Nassau Guidance & Counseling Services (CN Guidance) launched one of the first intensive crisis stabilization centers in New York State providing 24/7/365 mental health and substance use services for those experiencing crisis and their families.

In this webinar, CN Guidance shares how it designed and launched the “Community Crisis Center” (CCC) after receiving funding through the New York State Office of Mental Health (OMH). Attendees will hear how incorporating lived-experience focus groups, stakeholder meetings, and input from educators created a welcoming, trauma-informed environment that provides a viable alternative to emergency departments. You’ll even get to meet the agency’s black lab trained facility dog, Arnie.

Speakers will discuss the comprehensive community education and marketing campaign to raise awareness of the CCC. They’ll share how modern technology, specifically Cantata’s Arize EHR, supported the launch and operations. The CCC launch, alongside migrating to Arize, also helped structure and advance data governance efforts. The session will also explore practical advice for agencies considering crisis center development in their own communities.

    Nancy Manigat has more than 30 years of experience in the social services and healthcare field and currently serves as Chief Operating Officer of CN Guidance and Counseling Services, a nonprofit providing mental health and substance use treatment to more than 20,000 individuals annually across Long Island and New York. She has played a central role in expanding the organization from an $11 million agency to a $50 million enterprise and led the implementation of Long Island’s first Certified Community Behavioral Health Clinic in 2017. In addition, Nancy launched CN Guidance’s Love Leadership Initiative, transforming organizational culture and contributing to the agency being named a Long Island Top Workplace for seven consecutive years. Her career includes senior leadership and consulting roles across healthcare and human services, and she holds an MSW, an MBA in Health Care Administration, and is a Licensed Clinical Social Worker in New York.

    Vice President of Program Excellence, CN Guidance

    Jaclyn McCarthy, LMHC, CASAC-2, serves as Vice President of Program Excellence at CN Guidance & Counseling Services, where she leads a complex portfolio of integrated behavioral health programs serving more than 3,000 individuals annually. Her division includes the organization’s Certified Community Behavioral Health Clinic, Mobile Recovery Unit, Intensive Crisis Stabilization Center, Community Crisis Center, and six Assertive Community Treatment teams, supported by more than 160 staff and a $30 million annual budget. Jaclyn is known for her operational leadership, overseeing program launches, workflow redesign, and government partnerships including jail diversion and mental health court initiatives. She is an active leader in county and state advisory roles and holds master’s degrees in psychology and mental health counseling.
