Developing Innovative Collaborations For School-Based Mental Health Services—The Emergence Health Network Case Study

In recent years, there has been a renewed focus on children’s mental health, driven by increases in diagnoses like anxiety and depression among children, as well as the increasing difficulties many primary care practices have finding services for children with behavioral health needs, autism, I/DD, learning disabilities, and co-morbid and complex medical conditions. There have been many proposed solutions to these troubling statistics, including new state policies, funding, and programmatic approaches.

Kristi Daugherty, Chief Executive Officer, Emergence Health Network (EHN)
Kristi Daugherty is the chief executive officer for Emergence Health Network, El Paso County’s Mental Health/Intellectual Disabilities Authority. The organization provides outpatient and housing services that include crisis care, substance use, children’s services, day habilitation, veteran’s care, and treatment and diversion services for justice-involved individuals in El Paso County, Texas.
Ms. Daugherty is responsible for all clinical and oversight services delegated through performance contracts with Texas Health & Human Services. EHN is the largest provider of behavioral health, substance addiction treatment, and developmental disability services in El Paso County. Most recently, EHN also achieved Certified Community Behavioral Health Center (CCBHC) designation, which will help the organization focus on addressing social determinants of health with a behavioral health focus, as well as National Committee on Quality Assurance (NCQA) accreditation for the intellectual and developmental disability services array.
Ms. Daugherty is a licensed clinical social work supervisor in the state of Texas and a licensed independent social work supervisor in the state of New Mexico. She has a master’s degree in social work from New Mexico State University and is a graduate of the Executive MBA Program at the University of Texas at El Paso.
