Session Facilitator: Carol Clayton, Ph.D., Senior Associate, OPEN MINDSCarol Clayton brings over 30 years of experience in the health and human service fields to the OPEN MINDS team. She has a wealth of experience both in clinical work and in executive management. Her areas of expertise include data-driven strategy development and management, performance measurement and outcomes reporting, quality improvement, and growth strategies. Dr. Clayton started her career as a Staff Psychologist at John Umstead Hospital. She earned her Bachelor of Science in Special Education from Appalachian State University, and her Ph.D. in Psychology from the University of North Carolina at Chapel Hill.

Guest Panelist: Kelly D. Dumas, LCSW, COO, BestSelf Behavioral HealthKelly D. Dumas, LCSW, is a licensed clinical social worker and has over 20 years of experience working in human services. Kelly is currently employed with BestSelf Behavioral Health in Buffalo, NY where she is the Chief Operating Officer. In her role as Chief Operating Officer, she provides administrative and clinical oversight to all agency programs, including more than 1100 staff with a budget of $90+ million. As Chairperson and founder of the agency’s Racial Equity and Inclusion Committee, Kelly spearheads critical initiatives that continue to make BestSelf a leading employer in Western New York. Kelly earned her Master’s Degree in Social Work from the University at Buffalo and her Bachelor of Arts Degree in Psychology and English from Emory University. Kelly is also an adjunct professor at UB School of Social Work.

His team also provides the internal operational, clinical and functional teams with big data access coupled with analysis to drive actionable strategies that support positive client outcomes and sound decision making. Mark started his career in Disability and Behavioral Health services. He entered the industry as a case manager and in the past 20 years, his career has steadily progressed through a variety of operational leadership roles within Behavioral Health and Intellectual and Developmental Disabilities (IDD) services.

Maggie Labarta, Ph.D., Founder, Impact Non-Profit ConsultingMaggie Labarta is the retired CEO of Meridian Behavioral Healthcare and now Founder and Consultant at Impact Non-profit Consulting. Labarta holds a Ph.D. in Clinical and Community Psychology and has extensive experience in both administration and clinical practice. She also has particular expertise in strategic planning, data and analytics as management tools, and organizational development. She provides consultative services for numerous community organizations.
