The majority of states and U.S. territories did not meet the requirements of the Individuals with Disabilities Education Act (IDEA) in 2023 according to an analysis released in 2025 by the U.S. Department of Education (Department). In total, 30 states, seven territories, and two other jurisdictions fell short and need assistance to meet the IDEA special education targets for students with disabilities ages 3 to 21 years. The remaining 19 states and one territory met IDEA requirements in the 2025 determinations.;
