The share of Medicare Advantage (MA) beneficiaries required to select a new plan due to market exits increased sharply in 2025 and 2026, according to a study. From 2018 through 2024, the average forced disenrollment rate among non-employer MA health maintenance organization (HMO) and preferred provider organization (PPO) plans was 1.0%. The rate increased to 6.9% in 2025 and to 10.0% in 2026, reflecting a growing number of plan contract terminations and service area reductions. In 2026, approximately 10% of MA beneficiaries in non-employer plans were enrolled in plans that exited the market.
