June 16, 2011 For fiscal year 2012-2013, states seeking community mental health block grants and substance abuse grants from the Substance Abuse and Mental Health Administration (SAMHSA) must submit their plans for priority populations, services to be offered, and performance metrics to assess the services offered. The plans will then be used to develop state-specific performance dashboards. These planning requirements and dashboards are part of SAMHSAÂ’s efforts to help states prepare for the 2014 Medicaid expansion, as mandated by the Patient Protection and Affordable Care Act of 2010 (ACA).
