December 1, 2010 The Wisconsin Department of Children and Families (DCF) has delayed implementation of new rates for out-of-home child welfare services until July 1, 2011. A memo from the DCF to out-of-home care provider organizations and counties about the pending new rates noted that until July 2011, the 2010 rates will remain in effect for all group homes, residential care centers, and private child placing agencies.
