On September 1, 2017, the Los Angeles Department of Children and Family Services (DCFS) launched a pilot program to expedite efforts to find placements for difficult-to-place foster youth housed in transitional shelters. The program is for youth who have not been placed after 72 hours at the 16-bed David & Margaret Youth and Family Services (D&M) temporary shelter care (TSC) program for adolescent girls.
