KanCare is the first step in improving health care for Kansans and controlling the costs in the Medicaid program. This concept paper summarizes some of the components of the Kansas Medicaid Reform Plan based on a series of public forums that engaged Medicaid population groups, providers and other stakeholders. The changes to take effect in 2013 include immediate Medicaid reforms such as moving all Medicaid populations into managed care, establishing safety net care pools and creating alternatives to traditional Medicaid.
