Short-Term Analysis to Support Mental Health & Substance Abuse Disorder Parity Implementation
The report, commissioned by the U.S Department of Health and Human Services to inform the implementation of final rules for the Mental Health Parity and Addiction Equity Act of 2008 (MPHAEA), discusses how health plans and managed behavioral health organizations have used non- quantifiable treatment limitations to manage behavioral health services and how providing three types of behavioral health benefits affects the per member per month cost of care. The MPHAEA generally requires that mental health and substance use disorder (MH/SUD) benefits be comparable to the benefits for medical and surgical care.
