The federal Department of Health and Human Services (HHS) reported on the 2011 costs and utilization for the Pre-Existing Condition Insurance Plan (PCIP) program, which is a provision of the Patient Protection and Affordable Care Act of 2010 (PPACA). The report includes data for enrollees in the 23 states where the PCIP is administered by the federal government and for enrollees in the 27 states operating their own PCIP.
