Private Health Insurance: Estimates Of Individuals With Pre-Existing Conditions Range From 36 Million To 122 Million

The Government Accountability Office (GAO) examined studies that narrowly or broadly identified five lists of health conditions likely to result in restricted coverage in the individual insurance market. Then the GAO compared the lists to data from the 2009 Medical Expenditure Panel Survey (MEPS) to generate five estimates. The GAO also contacted state insurance department officials to confirm information about state insurance protections that limit or prohibit medical underwriting. The estimates exclude adults with Medicare coverage.
