This presentation to the New Hampshire legislature explains principles of risk-based managed care to be used by state of New Hampshire. Managed care organizations (MCO's) selected by the New Hampshire Department of Health and Human Services will be at financial risk to deliver Medicaid services. MCO's hold the risk (all possible gains and losses) not the state and not the members. While monthly costs for MCO's are variable (some are losses, some are gains), the monthly costs for the state is fixed.
